Well- known fact that majority people of old age in Ukraine hasn’t enough money for a normal feed. People in Ukraine die of famine, and full and sure officials, don’t pay any attention on troubles of old people.
The budget of the pension Fund of Ukraine for 2003 is stipulated to pay pension from two sources - for the account of “Own receipts”, it’s mean, due to deductions of the enterprises in a pension fund, and also due to the state Budget. It’s seams no differences in it, it’s also are filled up with tax bearers. But it’s only at first sight no difference.
In total under the budget the sum of 25 billion 82 million 323 thousand grivnas is designated. From them directly on payment of pensions of 19 billion 855 million 900 thousand, it’s nearly 80 percents. For me as a tax bearer, interesting to know where will be other five and a half of billions?
It is necessary to give due to the composers of the document; they protect nerves of unstable readers, firstly promulgated article about the help to poor pensioners. But Has our country MULTIPROVIDED prisoners? I don’t think so! I didn’t see any words in the budget about ministers, deputies and the other citizens of the country receiving higher pensions than ordinary citizens. And no mentions of the maximal pensions. Who receives the minimal pensions, allocated 548 million 130 thousand grivnas of the help, plus on funeral. It is remarkable, that on delivery of this money the big sum - 157 million 587 thousand is allocated
I’ll remind, that the pension budget consists of two making - directly receipts in PF, and from means of the state budget. This year the Power has already shown a bit of generosity on 1 billion 757 million 007 thousand grivnas. It is logical to assume, what exactly officials of a pension fund will be given this sum of money. As, however, it would be logical to cover due to the state expenses for delivery of pensions, surcharges to victims of political reprisals (8 million 659 thousand), payment of pensions to the persons dismissed in connection with closing of the Chernobyl atomic power station (5 million). As you see the puppet state is guilty in closing of profitable enterprises.
But appetites of officials don’t have a limit. From this article intended for payment of pensions, they are going to repay expenses on payment-cash service - (more than ten millions of grivnas) restraining interests of mothers, Which has a big family and mothers of invalids from the childhood (63 million 617 thousand), invalids of the first group(9 million 734 thousand), foreign pensioners (1 million 856 thousand) and military urgent service - (442 million).
What is the poor army in comparison with army of officials of a pension fund! Consider: only on a management and management in sphere of a provision of pensions - 388 million (delivery of pensions as I’ve already marked, it is financed under other article). On manufacturing of different certificates and certificates - 36 million 800 thousand. Who that happy printer who will receive for easy work such sum? But it’s not all graphic arts industry. It is necessary to make forms, sheets as it is told for performance of functions with assignment and payment of pensions for the sum of 15 million 113 thousand. And, at last, a hit - article of charges on creation of program-technical maintenance of system of information - analytical support of bodies of the pension Fund.
And, at last, about the latent opportunities. Among planned “Own receipts” is absolutely undistinguished 35 million grivnas. As it is written in magazine: “Means of banks for usings temporarily free means” Who say that pensions don’t pay in time?
Notice - 35 million – only percents. What real volumes “temporarily free means” taking place in banks? Consider. Then increase this money to number of poor pensioners, add indignation of tax bearers, take away our confidence of the provided old age - and receive model of the brutal state, with greedy officials and criminal tolerating authority.
